A+Me PAIA Manual

Prepared in terms of Section 51 of the Promotion of Access to Information Act 2 of 2000 (as amended)

1. Introduction

The Promotion of Access to Information Act 2 of 2000 ("PAIA") gives effect to the constitutional right of access to any information held by the State and any information that is held by another person and that is required for the exercise or protection of any rights.

A+Me is a private body as defined in PAIA. This manual is designed to provide information on the records held by A+Me and the process to be followed to request access to such records.

3. The Guide on How to Use PAIA (Section 51(1)(b))

The Information Regulator of South Africa has, in terms of Section 10 of PAIA, updated and made available a Guide on how to use PAIA. This Guide is available in all official languages and can be accessed on the Information Regulator’s website: https://inforegulator.org.za/paia-guidelines/.

 

4. Records Available Without a Formal Request (Section 51(1)(c))

The following categories of records are available without a person having to request access in terms of PAIA:

  • Marketing materials and brochures.
  • Information available on the A+Me website.
  • Publicly available pricing and course descriptions.

5. Records Held by A+Me (Section 51(1)(d))

A+Me maintains records on the following subjects and categories. Please note that recording a category does not imply that a request for access to such records will be granted.

5.1. Internal Records

  • Constitutional documents (e.g., Company Registration).
  • Financial and accounting records.
  • Operational records and internal policies.

5.2. Human Resources

  • Personnel files (if applicable).
  • Training and development records.

5.3. Student and Parent Records

  • Registration and enrolment information.
  • Academic progress and results.
  • Communication records.

5.4. Third-Party Records

  • Contracts and agreements with service providers.
  • Records held by A+Me pertaining to third parties.

6. Processing of Personal Information (POPIA Integration)

In terms of the Protection of Personal Information Act 4 of 2013 ("POPIA"), A+Me is required to provide the following information:

6.1. Purpose of Processing

A+Me processes personal information to provide educational services, manage student progress, process payments, and comply with legal obligations.

6.2. Categories of Data Subjects and Personal Information

  • Students: Name, grade, school, academic results.
  • Parents/Guardians: Name, contact details, billing information.
  • Service Providers: Contact details, financial information.

6.3. Recipients of Personal Information

Personal information may be shared with:

  • Internal staff and tutors.
  • Secure third-party service providers (e.g., payment gateways, cloud hosting).
  • Regulatory bodies where required by law.

6.4. Planned Transborder Flows of Personal Information

Personal information may be stored on cloud-based servers located outside of South Africa. A+Me ensures that such transfers comply with POPIA requirements for adequate protection.

6.5. Information Security Measures

A+Me implements technical and organisational measures to ensure the integrity and confidentiality of personal information, including encryption, access controls, and secure data storage.

7. Request Procedure

To request access to a record held by A+Me, the requester must:

  1. Complete the prescribed Form 2 (available on the Information Regulator’s website).
  2. Submit the completed form to the Information Officer at the email address provided in Section 2.
  3. Provide sufficient detail on the request form to enable the Information Officer to identify the record and the requester.
  4. Specify the right the requester is seeking to exercise or protect and provide an explanation of why the requested record is required for the exercise or protection of that right.

8. Prescribed Fees

The following applies to requests (other than personal requests):

  • A requester is required to pay the prescribed request fee before a request will be processed.
  • If the preparation of the record requested requires more than the prescribed hours, a deposit shall be paid.
  • The Information Officer may withhold a record until the requester has paid the applicable fees.

9. Availability of the Manual

This manual is available for inspection at the physical address of A+Me and on the A+Me website. A copy of this manual can also be obtained from the Information Regulator.

10. Updating the Manual

A+Me will update this manual at such intervals as may be deemed necessary.
